The Connecticut Division of Criminal Justice has partnered with the Connecticut D.O.C. and created a Cold Case playing card deck highlighting unsolved homicides, missing persons and unidentified remains cases that have occurred throughout the state. The cards are distributed to prisons across Connecticut in an effort to stir up information and leads in solving cold cases. The cards depict photos of the victims and general information surrounding their disappearance or murder. The idea, though simple, is effective. Inmates have a lot of free time to play cards and shoot the breeze. For example, a guy playing a game of poker might see a photo of a woman he murdered and start to boast.

According to the arrest warrant for the six remaining murders, the cards worked on Bill. During a discussion in their cell at Corrigan C.I. in 2014, Mills claims that Bill picked a card with a photo of Joyvaline Martinez out of the Cold Case playing deck and showed it to him. He told Mills that Martinez “was a hooker” he had raped and strangled in the back seat of his van.

Bill had no remorse, according to Mills. He supposedly said that all of the women he killed “should have known they were going to die because of the lifestyle they were living.” According to Mills, Bill explained that he was unable to get back to his “garden” to bury her. He described himself as a “sick ripper.” One night, he told Mills that he was going to retire to his room and dream of all the victims in his garden.(35) The most important information that Bill relayed to Mills in 2014 concerned the number of his victims. At that time, only three bodies had been found behind the strip mall. Bill told Mills that there were four more bodies that had yet to be unearthed, and he described the location of the graves in relation to one another.

What does Bill have to say about what Mills told authorities? He wrote to me:

I will say this—one thing I don’t like is how some jail-house snitch out for his own good can say I said something and then it’s printed in articles as if I really said it. Like in this article you just sent me it refers to me saying something about a ‘Garden’ or cutting off fingers or something and how its written like I really said that SHIT. That’s fiction made by an inmate that gets reported as fact. Or at least fact that I said it. That’s BullShit!! People can, and do, say I said this and that when I never said shit. I’ve read more than that one article that said ‘Howell said this or that’ and I’m like ‘Where the fuck are they coming up with this shit from?’ There are a hundred and fifty thousand reasons and inmate has to lie on me.

Anyway, enough about all that. I have no control over what someone else writes and a boring story doesn’t sell as good as juicey one weather it’s true or not.
